Board Members
Timothy Booker, president, has been active in his Thornton community for 16 years. He served on the City of Thornton Zoning Board of Appeals, as well as on the City of Thornton Parks and Open Space Advisory Committee. Additionally, Tim was appointed by the Adams County Commissioners to serve on the Adams County Library Board of Trustees, where he was elected by his peers as president of the Board for two terms. In 2000, Governor Bill Owens asked Tim to serve on the 17th Judicial District Nominating Committee, which screens applicants for the positions of County Court Judge and District Court Judge in the greater Adams County area. As a student, Tim spent 9 years in the German and Austrian public school system, which gave him an objective comparison with the public school system in the United States. When faced with a choice of schools for his own children, Tim chose the local Academy of Charter Schools (ACS). His criticism of the public school system prompted his interest and involvement in the Colorado Virtual Academy (COVA).

Lori Cooney, treasurer, is a parent and learning coach of COVA students in third, sixth, and ninth grades. She graduated from Buffalo State College with a Bachelor of Science in education. Lori is president of the Colorado Coalition of Cyberschool Families (CCCF) [http://coloradocyberfamilies.org], a group of committed parents who have come together to be powerful and vocal advocates for online programs and virtual learning in Colorado. Lori is also a board Member of the National Coalition For Public School Options (NCSO) [http://www.publicschooloptions.org], which formed in 2008 as an alliance of parents that supports and defends parents' rights to access the best public school options for their children. She is actively involved as a Senior Member and first lieutenant in the Civil Air Patrol, an auxiliary of the United States Air Force, and she assumes responsibilities of Test Control Officer, Assistant Administrative Officer, and Assistant Supply Officer.

Jeri Bisbee has been a passionate educator and reform enthusiast since moving to Colorado with her family in 2000. Her background includes teaching 2nd grade at a charter school in Arvada, as well as the many functions she served as a Consultant through the Core Knowledge Foundation and Quantum Learning. Jeri earned her BA in Elementary Education and is currently pursuing her MA/ED with Principal's License, in addition to conducting research for the University of Virginia's REACH study. She is presently employed in the Schools of Choice Unit at the Colorado Dept of Education, and thoroughly enjoys spending any 'free time' with her family in the great outdoors of Colorado. Her two sons are products of some of the fine 'choices' in education, one graduating from a charter school, and the other graduating as an online home-schooled student. She is thrilled to be serving the students, families and staff of COVA.
Randy DeHoff served two terms on the Colorado State Board of Education from 1999 through 2010, representing the Sixth Congressional District. He has served as Vice-Chairman and Chairman of the Board. He has earned a reputation as a passionate, non-partisan defender of quality public schools for all students, who works effectively to unite the efforts of all stakeholders to that end. After earning a B.S. in Physics from the University of Virginia, he served eight years active duty as a Navigator and Mission Commander flying P-3 patrol aircraft throughout the Pacific and Indian Oceans. He moved to Colorado in 1984, working as a Systems Engineer in the aerospace industry. A true "rocket scientist," he served as the program manager on several successful rocket launch programs. In February, 2005, Mr. DeHoff left the aerospace industry to become the Executive Director of the newly created Colorado Charter School Institute, a statewide chartering authority. In four and a half years under his leadership the Institute grew to oversee 18 schools educating over 6500 students throughout Colorado. He resigned as Executive Director in October 2009 to seek new innovative challenges in public education. He is now the Director of Strategic Growth for GOAL Academy, an online charter school serving at-risk youth. Since joining the State Board of Education, Mr. DeHoff has served on several National Association of State Boards of Education study groups, and on the NASBE Board of Directors. He represented NASBE on the Steering Committee to revise the standards for the 2004 NAEP Math Assessment. The Colorado League of Charter Schools awarded him their Policymaker Charter Friend Award in 2002 and 2010. He has authored numerous articles on education for local and national media. In his spare time he enjoys horseback riding, fly fishing, and back-country skiing.
